Japan imported 20 Seversky 2PA-B3 "Convoy" escort fighters from the United States in 1937 for use in China. They were basically a two seat version of the Seversky P-35 fighter. It was incorrectly thought the type was later produced in Japan as a Kawasaki or Mitsubishi Type 98 and was code named "Dick" on this basis. The Japanese were unimpressed with the aircraft and eventually relegated two of them to the civilian Asahi Shimbun newspaper as "hacks."
